DEVELOPMENT OF INFRASTRUCTURE


     Tamilnadu has a longest coastline of 1076 Kms. In Tamilnadu there are 3 major fishing harbour, 4 medium fishing harbours and 10 fish landing centres developed in the state, for safe berthing of boats and for hygienic landing and handling of fish catches.


MAJOR FISHING HARBOURS: 
  1. Chennai Fishing harbour
    (Constructed during 1984 at a cost of Rs.1297.00 lakh under Govt of Indias 100% grant and is functioning under the direct control of Chennai port Trust)

  2. Thoothukudy Fishing harbour in Thoothukudy District
    (Constructed during 1973 at a cost of Rs.210.00 lakhs under GOI 100% grant)

  3. Chinnamuttom Fishing harbour in Kanyakumari District
    (Constructed during 1994 at a cost of Rs.684.00 lakhs under 50% GOI grant)

MEDIUM FISHING HARBOURS
  1. Mallipattinam Fishing harbour in Thanjavur District
    (Constructed during 1980 at a cost of Rs.10.60 lakhs under 50% GOI grant)

  2. Pazhayar Fishing harbour in Nagapattinam District
    (Constructed during 1986 at a cost of Rs.67.32 lakhs under 50% GOI grant)

  3. Valinokkam Fishing harbour in Ramanathapuram District
    (Construction work abandoned due to heavy siltation and not Functioning. Estimated cost Rs.77.00 lakhs. GOI share 50%)

FISH LANDING JETTIES/WHARF
  1. Thondi Jetty in Ramanathapuram District
    (Constructed during 1990 at a cost of Rs.56.56 lakh under 50% GOI grant. The Naval Detachment Unit is fully utilizing the facility created)

  2. Rameswaram Jetty in Ramanathapuram District
    (Constructed during 1972 at a cost of Rs.9.46 lakh under 100% GOI grant)

  3. Kottaipattinam Jetty in Pudukottai District
    (Constructed during 1993 at a cost of Rs.14.40 lakh under 50% GOI grant)

  4. Cuddalore wharf in Cuddalore District
    (Constructed during 1963 at a cost of Rs.10.74 lakh under 100% GOI grant. This landing facility is not functioning due to heavy siltations)

  5. Nagapattinam wharf in Nagapattinam District
    (Constructed during 1969 at a cost of Rs.5.74 lakh under 100% GOI grant. This landing facility is not functioning due to heavy siltations)

  6. Kodiakarai Jetty in Nagapattinam District
    (Constructed during 1982 at a cost of Rs.10.74 lakh under 100% GOI grant. This jetty is not functioning due to heavy siltations)

  7. Mandapam (Palk Bay) in Ramanathapuram District
    (Constructed during 1972 at a cost of Rs.4.49 lakh.

     Government of India, Ministry of Agriculture, Department of Animal Husbandry and Dairying, New Delhi accorded its Administrative Sanction for construction of 10 Fish landing centres in Tamilnadu at a Total cost of Rs.1312.88 lakhs under centrally sponsored scheme vide their letter No: 33013-5/98/FY(H) dated 7.3.2000.


     The construction works in the following 5 places have been completed and the same is put into use.

  1. Pulicat in Thiruvallur District

  2. Mudasalodai in Cuddalore District

  3. Sethubavachatram in Thanjavur District

  4. Jegathapattinam in Pudukottai District

  5. Punnakayal in Thoothukudy District

     The Construction works in the remaining following five places are in various stages.

  1. Veerapandiapattinam in Thoothukudy District

  2. Nagapattinam in Nagapattinam District

  3. Arcottuthurai in Nagapattinam District

  4. Mandapam in Ramanathapuram District

  5. Soliyakudi in Ramanathapuram District

     These fishing harbours/ fish landing centres serves as an important link in the post harvest chain with number of landing and berthing infrastructure with adequate back up facilities enabling the fishing vessels to land their catches in time and facilitate movement to domestic markets in hygienic conditions/processing units for exports.

     In recent years, a number of quality system have been introduced such as certification under an internationally accepted standard (ISO 9000 series). Both the USA and European Union have established import regulation for fishery products that are based on HACCP requirements and more and more importing nations are now insisting on clean and hygienic landing places as pre-requites to the imports.

     In order to meet the international standards and to upgrade the existing infrastructure facilities and to create additional infrastructure facilities in the fishing harbours, the Tamilnadu Industrial Development Corporation Limited sanctioned an amount of Rs.1242.41 lakhs under ASIDE scheme (Assistance to states for Developing export infrastructure and allied activities) for carrying out the following works.


 a)Upgradation of fishing harbours at Chennai  - Rs.638.00 lakhs
 b) Upgradation of fishing harbours at Tuticorin  - Rs.504.41 lakhs
 c)Establishment of cold chain facilities at 4 places in Tamilnadu  - Rs.100.00 lakhs

Total  

 Rs.1242.41 lakhs

     The construction work is in progress.

     Government of India, Ministry of Agriculture, Department of Animal Husbandry and Dairying, New Delhi accorded its Administrative Sanction for a sum of Rs.99.30 lakhs (Rupees ninety nine lakhs and thirty thousand only) towards Repairs and renovation, modernize and up gradation of the following existing fishing harbours and fish landing centres in Tamilnadu:

  1. Thoothukudi Fishing harbour - Rs.40.00 lakhs

  2. Rameswaram Fish landing centre - Rs.20.00 lakhs

  3. Chinnaerwadi Fish landing centre - Rs.19.90 lakhs

  4. Kottaipattinam Fish landing centre - Rs.19.40 lakhs

     During the unprecedented Tsunami that struck Tamilnadu coast on 26.12.2004, the facilities that existed in the fishing harbours / fish landing centres have been totally damaged. Government has sanctioned a sum of Rs.11.49 crores towards carrying out restoration works in the following fishing harbours and fish landing centres in Tamilnadu.

  1. Chennai fishing harbour - Rs.430.50 lakhs
  2. Pazhayar fishing harbour - Rs.300.00 lakhs
  3. Chinnamuttom fishing harbour - Rs.72.00 lakhs
  4. Cuddalore fishing harbour - Rs.40.00 lakhs
  5. Thoothukudy fishing harbour- Rs.4.50 lakhs
  6. Nagapattinam fish landing centre - Rs.43.50 lakhs
  7. Arcottuthurai fish landing centre - Rs.3.50 lakhs
  8. Kottaipattinam fish landing centre - Rs.55.00 lakhs
  9. Thondi fishing jetty - Rs. 20.00 lakhs
  10. Mudasalodai fish landing centre - Rs.12.00 lakhs
  11. Mallipattinam fishing harbour - Rs.55.00 lakhs
  12. Dredging at river bar mouths - Rs.100.00 lakhs

     Further, necessary proposals were submitted to Government for carrying out repair and rehabilitation works to the infrastructures at the fishing harbours in Tamilnadu, which were affected due to Tsunami by availing financial assistance from World Bank and Asian Development Bank. The Proposals submitted by the department was accepted by World Bank and Asian Development Bank in principle and accordingly Government have sanctioned initially a sum of Rs.34.218 crore and Rs.0.743 crore for carrying out the following works.
